Why don't people use the IM?

Seriously, why don't people use the IM? Most people on this site aren't paid members, so outside of cluttered chatrooms the IM is the only way to talk to people. So why don't people use it? Someone interesting looking looks at your profile, and you would like to chat with them, but ohh it doesn't occur to them to try and actually do it. I don't understand it.

 I hate the chat rooms...its more intimate on instant messenger, and you can still pick and choose who you want or not want to talk to.
